  Ranking Process:
The program has three distinct phases:

Phase 1 - Assessment and ranking of risks
Phase 2 - Risk management
Phase 3 - Implementation of action plans

The ranking took place during Phase 1. During this phase, the Technical Report Committee assisted the Citizen/Industry, Government/Agency, and Science/Technical committees draft technical reports for each environmental issue. The three committees next integrated public input from two "Public Listening Sessions" with the technical reports and constructed Consensus Risk Rankings.
